7965 Background Image - Force / Policy

I have a corporate logo set up as a background image for the phones.  Works fine if I manually select it in user preferences/settings but looking to make it "automatic" as a policy.  Any idea if this can be done?  Running CME12.6

This topic has been discussed hundreds of times at the forum, did you look at previous threads?

Yes, but clearly the search function does not work well as it showed me 100 times how to create the image, list.xml, etc. but I could not find a single reference for a policy.

On CUCM you can do, but for CME no.
