8851 Wallpaper cannot be set due to a problem loading the image

I have an 8851 configured in SIP mode with Asterisk, tftp server has a directory Desktops/800x480x24 with List.xml, and the image + thumbnail inside.

Image is 800x480x24 as a bmp

thumbnail is 139x109x24 as bmp

thumbnail renders on the wallpaper selection screen without a problem, but selecting the image for either preview or set results in "Wallpaper cannot be set/previewed due to a problem loading the image"

List.xml looks like this:

<CiscoIPPhoneImageList>

     <ImageItem Image="TFTP:Desktops/800x480x24/thumbnail1.bmp" URL="TFTP:Desktops/800x480x24/image1.bmp"/>

</CiscoIPPhoneImageList>

What am I missing? is there something I've missed?

switching from BMP to PNG fixed it.
