I have attached a screenshot of Cisco RTMT that shows the calls. We receive calls that are labelled as "911", however, there is no answer. More than likely it's a spoofed call, however, has anyone else run into this and if so, how did you remedy the situation?

We had a similar issue however it was not spoofed calling. It ended up being a bad FXO line that was randomly going off hook and hitting the 911 dial peer which the dial peer label 911 was inserted into the calling number. The RTMT log was filled with the calling number coming from one of our gateways.

The first thing I'd do is figure out for sure if the calls are coming in from the outside, or as @shleets proposed, if it is being accidentally generated inside your infrastructure.
Take a look at the CUCM trace files to see where the calls is coming from and/or the logs on your PSTN gateway.
