911 pots lines in a trunk group on two gateways in a routelist

If I have two voice h323 gw configured in a routelist as rg01 and rg02 sequentially.  911 rp points to the route list.

On gw1-rg01 I have a trunk group with 3 pots lines for 911 and on gw2-rg02 I have three pots lines for 911 and the subsequent dial peers. 

How can I best test that if gw01-rg1 will rollover to gw01-rg2.  I need to test this configuration that is in production.

There are few different ways to test it, one way is to shut down the 911 dial-peers on gw01, another one would be to send other normal calls via gw01 to busy out the trunks or make inbound calls to them, and then make another 911 call that routes via gw-02.

Site is a production plant, and already in service.  I cannot take an outage.
