Hello. We have a customer who has a main site, running CM7. They are opening a new site, and these new phones will be part of this pub/sub. What we want to do is have anybody at the new site who dials 911 get a recording that it isnt available or something to that affect. Essentially preventing someone at that site dialing 911 and having the emergency crew show up at the wrong place. There will be no pots lines at the new location, otherwise I could make that work.

I guess Im just looking for a procedural thing.. new place is different dev pool? CSS? etc etc.

Just create a Unity AA with the recording, and have the pilot number be 911 and place it in a partition called emer-block.  Then, place the emer-block partition in the CSS for all devices that shouldn't be dialing 911. Make sure emer-block is above any other partitions which have patterns where 911 would be a valid match.

For the recording part you need something else, CUCM cannot do that. A call handler in Unity or CUC can do that. CUCM has no option to record and play prompts.

On the routing side all you need to do is create a 911 or 9911 CTI RPs with CFA to VM and just make sure they are in a restricted partition which only is accesible to users in the new site via their CSS. In Unity or CUC just create a matching call handler to get the call, record the greeting and you can set the after greeting behavior to hang up or maybe transfer the call to someone else if you want.
