988 in CUCM 10.5 - I need step by step to enable this 988 to be dialed

I need step by step to enable 988/9988 dial.  I have tried to copy the 911 route but when dialed, the phone is asking for auth code. PLEASE HELP/  My boss is getting impatient.

Go to your 988/9988 route pattern and simply uncheck the "Require Forced Authorization Code" box then click save.  

You need to do this for you 911 Route Pattern as well. It should NOT be set to require authorization code.
