We add new 9951 IP Phones in CUCM 10.5.2.13901-2.
In 9951 alone we have DTMF issues, in the same setup with 6921 ip phones we are able send DTMF digits.

Which type of call flow is being impacted?
If you try calling into something internal like a call handler in Unity Connection or a script on UCCX internally does it work?
Is it a SIP integration with Unity Connection or SCCP? If SIP, what is the dtmf method configured on the SIP trunk. Can you get the detailed callmanager SDI traces from cucm for a failed dtmf scenario? Please ensure there are proper MTP resources available in MRGL of the SIP trunk

In other IP Phone models DTMF is working in the same setup, the issues is on 9951 IP Phones Model.
What is the firmware running on the phones? Also, check the bug below:

We are running the below CUCM and Firmware for 9951, could please let me know this version is affected by BUG.
