Hi Syed,

Phone firmware for Cisco Unified IP phones to be connected to Cisco Unified CME, including all versions required during an upgrade or downgrade sequence, must be loaded in the flash memory of the TFTP server from which the phones download their configuration profiles.

http://www.cisco.com/c/en/us/td/docs/voice_ip_comm/cucme/admin/configuration/guide/cmeadm/cmeinstl.html

What I can see that the flash does not have sip9951.9-2-2SR1-9 load?

You need to upload the firmware first. The same can be downlaoded from site

http://software.cisco.com/download/release.html?mdfid=282749266&flowid=46246&softwareid=282074288&release=9.4(1)&relind=AVAILABLE&rellifecycle=&reltype=latest
