9971 doesn't have admin setting and is not doing factory reset

Dear all 

 

I have 9971 phone and I am trying to perform a factory reset and the phone is not resting

 

also in the setting menu I do not have administrative setting icon  there is only call History and running application 

 

the setting access is enabled in CUCM

You can factory reset the phone using the following alternate procedure:

Step 1   Remove power from the phone in one of these ways:
  • Unplug the power adapter.
  • Unplug the LAN cable.
Step 2   Press the pound (#) key and plug the phone in.
Step 3   When the mute button is red and the top left and right line buttons are amber, enter the following key sequence:

123456789*0#

The phone resets.

This the procedure that I meant by factory reset is not working .

 

The phone didn't apply it
