9971 not cooperating with extension mobility

I have 2 users that are utilizing extension mobility.  They have 3 extensions set up in their user device profile.  When they log into a 9971 only the first two extensions display.  I have adjusted the 9971 phont button template to be 4 lines and 2 SD.  Any insight as to how i'm setting them up incorrectly that the 3rd (or possibly more) extensions aren't displaying on the physical phone?

The Device Profile used for that user needs to be a 9971 and use a 9971 Phone Button Template. Unlike the 7900 phones, the 9971 doesn't support Size Safe (aka Line Safe/Feature Safe). You have to be more specific when doing EM on non-7900 series phones.
