I seem to need to upgrade our 9971 firmware since the Video is not working as per other posts current load sip9971.9-0-3

Since in System version: 7.1.3.21900-4 with active load on 9971 is sip9971.9-0-3.loads not shown option to enabled video call on 9971 Device, U must upgrade to device pack like I mention before.
Actually on System version: 7.1.3.21900-4 with active load on 9971 is sip9971.9-0-3.loads, enable video option not shown on Phone Configuration.
After u install the device pack, u can choose the option to enabled video.
Normally when you upload a new firmware you upload to your TFTP`s however the comment below from the read me file suggests otherwise
Before using the Cisco Unified IP Phone 9971 with Cisco Unified Communications Manager Release 7.1(3) or later, you must install the latest firmware on all Cisco Unified Communications Manager servers in the cluster
but it then mentions the zip verison

The Cisco Unified IP Phone 9971 firmware version 9.2(1) is also supplied in a zip file as an alternative, in case a Cisco Unified Communications Manager is not available to load the installer program. The name of this file is: cmterm-9971.9-2-1.zip.
.After unzipping the firmware files, they should be manually copied to the appropriate directory on the TFTP server.
