add Welcome IVR msg (auto attend) on ISR 4331

Dears,

i have ISR 44331 router work as voice router and need to add recorded Message (auto attend) any one call me on the PSTN line hear it before connect to IP Phones.

how can i do that?

you should be able to do that with TCL scripting, you'd need to create the script to do this.

You would need to develop a TCL script to do what you're asking, or pay a consultant/partner to do it for you, or buy a 3rd party solution to do that, like the one from parsec telesystems (although theirs would run on Windows and is for CUCM only).
