HI!
Reading the guide for Data Migration Assistant (for CUCM), I see no instruction about having all cluster up and running before using the tool.
Do you know if it's actually posible to use DMA with some servers down???

Before providing my opinion, I would like to ask you the following:
Why (or what) would prompt you to want/need to run DMA on the cluster in an unhealthy/non-standard state?

It´not possible with. All the servers must be up and running.
