I bought an ATA 190 from eBay. Open box. Appears brand new. But there is no configuration menu. No Quick Setup or Network Setup. Reset just brings the same old menu. On the back is has a label from ANATEL which is Brazil's phone network. I'm a home user so I don't have any access to CUCM which might be able to see this device. Is there any application, like Putty where I could download vanilla firmware to be able to use this device, or is it now a paperweight? Thanks for any help.

Return it. ATA 190 does not support MPP/3PCC firmware.
Only the ATA191 and 192 does.

From your message it sounds like you intend to use this with a 3:rd party SIP service. As @Leo Laohoo wrote this model is intended to be used with CM as it does not support MPP software. You’ll need to use a 191 or 192.

Hi Dave, I'm actually in the same situation - I recently purchased two ATA190 units from eBay, and despite appearing brand-new, they have the ANATEL sticker on the back and I'm unable to access the configuration menus.
I can imagine how frustrating that must have been for you, and I'm disappointed to say after spending hours scouring the internet for a solution, I stumbled upon your post and realised that, unfortunately, it seems like we've both ended up with devices that are essentially unusable.
