For the Cisco Attendant console I would want callers to hear a initial greeting such as "welcome to XXXX your call will be answered shortly"
would that need to be done via Unity connection call handler?
Also if they are held in a queue, what is the best way to input a customised anouncement?

yes , this can be achieved by Unity connection. You have to forward the calls for your main line to call handler configured on CUC.

you can also record prompt using cuc but u will need java for this.

You can accomplish everything in CUCM if you are using the hunt group with native call queuing to support the attendant console.

The Call Queuing feature provides an enhanced capability to handle incoming calls to a hunt pilot number. When an incoming call reaches the hunt pilot, the following capabilities are provided:
