Auto Dialing/Hot Dial option in CP8800 3rd Party Call Control

Using CP-8811 for 3 party call control and registered in Broadsoft v21 sp 1

2 lines are registered on phone. Second line should be use to check the general voice mail.

Message key only dial line one voice mail number.

I want to set up ring down/Hot Dial  to dial voice portal number (9999 or *62 ) as long as pick the VM line.

I am not sure if I understand your question. You want two lines registered and use the second line to dial out to just voicemail?

Yes, Second line just dial out the specific number (9999 or *68)  as long as go off hook.

You can configure second line as a speed dial to dial out 9999.

I guess I understand what you are looking for. Change dial plan on Ext 2 to:

(P0 <:9999>)

This should dial out 9999 as soon as you go offhook
