BLF for SIP phones not working

I currently have installed some Yealink and AASTRAA phones on the Call Manager. I have configured other extensions on the phone but the BLF does not function properly. I sent the company a wireshark file and came back with 403 Forbidden from the server. It also came back with a 399 UCM01 "Dialog Package Not Licensed" error. Any help would be helpful as I just installed 35 phones in our Central Office.

I don't think CUCM supports any SIP based feature other than basic incoming/outgoing call with third party SIP phones. I haven't ever see Cisco endorse any third party SIP phone with respect to support any advance SIP features.
