I would like to know if it is possible to prevent users from using the transfer softkey while they are listening to their VM. I would ideally like to prevent users from transferring the VM call to another number whether it is internal or external.

No, there's no way to prevent a transfer when making a call to certain DN, and the DN CSS is also used for transfers.
