Block incoming & outgoing calls internal and externally on cisco phone

Hello fellas, i have been given a task to block all incoming and outgoing calls and allow only broadcast for 2 of the extension. i have CME 10.5 and my clients wants to allow only broadcast for specific extensions but rest of the phones shoud be able to recieve and make calls as well as recieve broadcast, 

please a simple configuration would be helpfull

Look for corlist. It shld be straightforward

thanks for the response, if i apply cor list that are mentioned in the documents , will they also block broadcast (paging) to those phone? all i want is to block calls for 2 phones in my network, they are SIP based, and that cor list is huge. is there any otherway to do that? based on DN of the phones ?

COR list is the best approach. Now for paging, do not apply any corlist under your paging DN and you should be good.
