Over the weekend we changed one of our remote office's gateway from MGCP to h323. Everthing seems to work fine but when we place PSTN users on hold the PSTN user hears a disconnect/busy tone, but the call does not get disconnected when I hit Resume the call can is resumed.
When we place internal users on hold its normal. ANy ideas what may be causing the disconnect tone to played when we put external calls on hold?

Do you mean TONE ON HOLD ? or busy tone...?
Either way check that your H323 GW have access to an MOH server, via DP or MRGL in the GW itself. Check also that under Service PArameters in IPVMS service, all codecs are selected (Just to make sure that if G729 is used, MOH can handle it)

When we place a call on hold on the IP Phone, the PSTN user hears a busy tone. We are not using MoH servers because we don't wany any tone or music when placing a call on hold.

Just an update if anyone else runs into the same issue. Cisco TAC was able to identify a bug that was causing a disconnect tone when placing calls on hold. The bug id is CSCsb06649.
This is with H323 gateway and PRI.
