I am configuring the components of a telephony solution using CME. Using QPT to make the config, it gives me the following voice gateway
C2911-CMESRST/K9 (2911 UC Bundle w/PVDM3-16,FL-CME-SRST-25, UC License PAK)
Down the list I get the following two components separately listed:
PVDM3-16 (16-channel high-density voice and video DSP module)
FL-CME-SRST-25 (Communication Manager Express or SRST - 5 seat license)
To me it looks like buying these two would be repetition since they are included in the description of the voice gateway.
Please tell me if I am right and give me the best advice.

Please let me know what the "25 seat license" in the description represent. Anything to do with IP phone licensing?

Yes Kelvin, these are licenses for up to 25 IP phone devices. You can use these licenses for either CME or SRST. Note that IP Phone licenses are also required if you are using the router as CME.

Cisco licensing can be very cryptic, it's like fishing in the dark
The "seat" license indicates the actual number of phones that can
be registered in CME/SRST - so in this case 25.

Thanks for responces! They are so enlightening. From what I have picked I have got the following.
Say I am configuring a telephony solution using CME in the C2911-CMESRST/K9 bundle that will support less than 25 CP-7911 IP phones.
I won't have to purchase the SW-CCME-UL-7911= licenses,
Confirm?
The only time I would need to buy the IP phone licences is when I'm deploying more than 25 IP phones?

No. As indicated above already, phone licensers are required in any and all cases.

Hi Kelvin,
That is not correct
In CME you need both the seat licenses and the phone user licenses, so your
bundle has the Seat licenses for 25 phones but you still need the phone user
licenses.
These are "paper" based ie: honor based but legally still required
