       So We want to order flex A-FLEX-ENH-CUBE = 18 or order A-FLEX-ENH-CUBE = 36 for  two C8200L-1N-4T

First of all, Cisco CUBE HA pair works in Active-Standby mode and you need CUBE Enhanced license A-FLEX-ENH-CUBE for this functionality. In this case, you can order A-FLEX-ENH-CUBE = 18.

If you are looking to have both CUBEs routers active, then you can order CUBE Standard license A-FLEX-STD-CUBE which will handle calls independently and the licenses will be shared across your both CUBEs. In this case, you can order A-FLEX-STD-CUBE = 18.
