CAD agent cannot log in after shared line removed (UCCE)

I keep running into the old "An extension on the agent phone is shared..." error due to agent extensions being added to user device profiles.  Even after I remove the extension from the other devices I still receive the error. 

I've removed the association to the application use and have even tried deleting and recreating the extension to no avail.  Anybody know of a way to resolve this WITHOUT restarting the CTI service on callmanager?
