Call forwarding caller ID presentation

When we have a phone set to forward to a cell phone, the caller ID presentation is not correct and I am trying to determine the issue. Below is an example of what happens.

Example:

Phone A (555-1000) is set to forward to their cell phone

Outside individual (444-3333) calls Phone A

Cell phone caller ID shows (944) 433-33

I cannot figure out how to strip that 9 from the caller ID information that is being forwarded

We are on CUCM 9.1.2. Thanks for any assistance.

Been researching and trying various solutions for this, but I am still stuck.

If the caller is from outside of the local area code, say (850) 123-4567 and they call phone A, which is set to forward to a cell phone, the caller ID on the cell phone will show something like this +91 85012 34567 and show the call as originating from India.
