Are your route patterns conflicting with each other? We had what we thought was a trunk problem but in reality we had 2 route patterns that we nearly identical. One of the patterns was sending digits to the sip trunk just fine, the other pattern was sending digits to another trunk. CUCM was behaving perfectly, turns out config was overlapping destination patterns that we didn't understand.
