Just restart th tftp , the ip phone will always look for the list.xml from the server when you select the background from the ip phone, just make sure you upload the files to all the servers and then just do a restart for the tftp server and give it a shot.
I have restarted the TFTP service on my publisher and all of mysubscribers and still no options when trying to change my background on my phones. every place I look during my research tells me to upload the file to the TFTP server but it says to go the the OS Administration. My version of Call mangager does not have OS Administration. do i need to put the files on the Subscribers as well? if so where do i need to put them. and where can i go to verafy that the phones are looking for the list.xml in the right spot?
