I am running call manager 4 in production environment, one of subscriber OS 2000, high cpu utilization ccm.exe utilizing most of memory
Also when i stop call manager service all come to normal
Already rebooted sever, please suggest

I really don't think there is more you can do especially when a reboot had also been tried and that too version 4 is out of date way back. You should probably plan an upgrade. Also when stopping CM service if everything comes to normal then I think you can let it run that way and use other servers in the cluster for phones registration etc. Maybe you can try a rebuilt if an upgrade is not an option
