CUCM only know what it's currently configured.

No, CUCM doesn't know if the DN/pattern you have configured is a DID or not, so, there is no way it can tell you that information. That has to be managed offline.
CUCM can tell you what is configured in the route plan report, but it's up to you to filter that and find out which ones are DIDs and which ones aren't.

What about if we add a range like 1XXX to 2XXX and query which one is free
