Hello,
Testing backup's for Call Manager 11.5
Set up back up Call manager server with different vlan different hostname and different ip
Can I restore production back up of Call Manager on back up call manager under these conditions ?
Does the backup server need to have the same ip, and hostname of the production server ?

No, you cannot restore if you do not meet the requirements that are outlined in the DRS documentation, and those include the hostname and IP to match those of the backed up server.
