i have a cisco call manager version 11.5
and an mgcp gateway with 4 fxo
if all 4 fxo are in use i cant dial since all lines are in use
any dialed number is not stored on the phone so if you hit redial it doesn't dial the number you just entered
so if its a long number you just start dialling that number again and again until you get a free line
any ideas

i have opened a Tac case with cisco and it seems they are aware of this issue
a fix will be released in the future

What kind of phones you're connecting to those FXO ports? How are you so sure that those devices can even store the last dialed number?

cisco 8845 and yes they store the last dialed number if the call goes through

So what does it have have to do with the FXO lines? If one or more of the FXO trunks are available, the redial works? And if none available, the redial isn't working?

yes you are right if i have more fxo line the redial works fine
if i have non available the redial doesnt work

You can't fix this with MGCP. You need to configure H323 or SIP integration with voice gateway to store placed call log for redial when call fails.

i havent tested h323 or sip
i will test it tomorrow at the office
do you think h323 or sip doesnt have this redail issue
or this is also a special command that fixes this issue on h323 or sip but doesnt work on mgcp

They don't have the same problem. Also, if its present then you can enable call back feature over H323 by using QSIG tunneling.

Is there any information coming from pressing directories bottom on the phone? (Placed call, received calls and missed calls). The page is displayed or it's not coming up at all?
