Calling Name not present on outbound

I am having an issue with certain outbound calls not being accepted due to "The party that you are trying to reach does not accept calls from caller id's that have been blocked". This seems to only be affecting calls to xfinity landlines and my PRI is with Comcast. I am using a SIP trunk between call manager and my gateway and the gateway is set to isdn switch-type primary ni. If I debug isdn q931 on an outbound call coming back into my second PRI, it shows that CallingName is "not available" but does show the caller id number. I assumed that if I don't have anything set on name then the Telco will set this value. Also, if I am not seeing this value on the outbound call then where would I set this internally? I have a value in the SIP trunk for Presentation number and Presentation Name. Thanks!

I found a setting on the serial interface that now sends caller name.

isdn supp-service name calling
