Hi Dave,
Sadly only the ccmadmin can setup BLF/SD.
Here is a reference to this fact;
Cisco Unified CallManager supports the ability for a speed dial to have presence capabilities via a busy lamp field (BLF) speed dial. BLF speed dials work as both a speed dial and a presence indicator.Only the system administrator can configure a BLF speed dial; a system user is not allowed to configure a BLF speed dial.
States are:
Idle
Busy
Unknown
Hope this helps!

Hi,
I have a similar problem at a customer running CUCM 6.1(4). Did you found the solution to this problem?

Hi
I may be wrong, but are you first clicking on User Options, then 'Device', then 'Speed Dials' on the toolbar?
It's not very obvious where these settings are... not a very user-friendly page.

Hi Aaron,
In our lab we can access the Speed Dials settings as you described below (by accessing Device), but our customer doesn't has it. In Enterprise Manager the Speed Dial option is set to True, so on this point everything seems OK. I'm waiting for feedback of customer that the Role is correctly configured.
Greets,
David
