Calls from CUC do not queue

Hi everyone. cm9.1.x and cuc 9.1.x

I created a hunt pilot - lets say 1234 which is setup as a queue. When I call the pilot directly from my other lines calls behave as expected with the various queuing rules.

I also have a call handler in our CUC with several user input options. Option 1 is a transfer release to switch to the hunt pilot number. When the queue is empty calls reach the queue members ok.

When all queue members on calls, even if the queue is not full, CUC transfers the call to the hunt pilot which immediately answers but to a ghost. Meaning the call is answered but there is no audio. Dropping any active calls by the line group members does not engage the ghost call. I have no idea what's happening here.
