Calls to Huntgroup drop when Group only contains JabberClients

I am facing a strange Problem with Huntgroups which are containing only CSF (Client Services Framework) devices. 

The huntpilot is configured to forward calls on busy and no Answer to a voicemail-Pilot. Which is working when at least one csf device is registered. It does not work when no csf device is registered. Then a call for the Huntgroup is silently dropped. No busy tone or announcement. 

We are using CUCM Version 10.5.2 SU2.

Any Hints are welcome!

Hunt Pilot not forwarding call when members are unregistered

Description
Symptom:
Hunt Pilot not forwarding call based on the Call Forward Busy settings when members assigned to the Line Group are unregistered.

Conditions:
Caused by CSCus23371
Workaround:
Downgrade to any version that does not contain CSCus23371
Further Problem Description:
CUCM configured with hunt pilots with their respective Hunt List and Line Group. When all the IP Phones on this Line Group are unregistered, calls to the Hunt Pilot are just getting disconnected.
We don't receive a busy tone, call just disconnects instead of being sent to the number configured under Forward settings in the Hunt Pilot.

Configuration under Hunt Call Treatment Settings in the Hunt Pilot is set to send calls to voice mail (Forward Hunt No Answer and Forward Hunt Busy). If one of the IP Phones associated to the Line Group is registered and keep that phone logged out from the group, calls DO go to voice mail this time.
You may request TAC for the ES version of 10.5.2 with the fix or take a quick look at the release notes of latest 10.5.2 on cco if it contains the fix for this bug and upgarde accordingly.

It seems that there is another Workarond for this Problem (depends on the use case): Enable Call Queuing under the Hunt-Pilot and enable the setting "Route the call to this destination".
