What would be the reasoning for this?

Does the fax machine have 2 RJ11 ports?

The reason is we want to use different two numbers for the fax (ATA 190) one device and not having two printers!

Yes, it does have two RJ11 but one has a sign of fax and another for Telephone.

By the way, it is HP Printer that has fax built-in model MFP 281fdw.

Is there a phone system here, i.e. Communications Manager our Communications Manager Express? If so, why not simply create one extension and assign to the ATA port and then create a translation for the second number to point to the assigned extension?

it is CUCM and yes I like this idea but would it work on sending and receiving from the same number.

if 1111 sends a fax it will send on behave of 2222 or it will send on its number?

the issue with your solution is that one of the extensions will be only receiving not sending. 

because sending a fax is done by the printer, therefore, it will not work!
