can not add/delete device on CUCM7

Hi networkers,

My client has a cluster of two CUCMs. When adding a new device, an error message appears (please see enclosed file).

Strangely, I found that License Manager service was not running on the publisher. Even when I started it manually, the device still could not be added.

Another error occurs when I try to delete a device from CUCM.

Any idea?

I'd start by rebooting the cluster.

Hi,

I restarted CUCM cluster but the issue is still there. Also, License Manager is suck in the "starting" state.
