Customer has 2921 running CME on c2900-universalk9-mz.SPA.157-3.M4b.bin
Attempting to bring up CME. Phone refuses to register. Have cleared the ITL file, reset to factory defaults, but it simply refuses. Debugging the TFTP and SIP traces, the only thing I really see is where it does this:

Nothing shows up in the CCSIP traces.

So, the 8831 is a SIP phone. I was under the impression that create cnf created the configuration files for SCCP phones, and that to do the equivalent for SIP phones you had to do:
voice register global
create profiile
Do you also have to do create cnf under the telephony-service?
And to restart CME, we talking reboot the router, or just restarting the sip call service?
I haven't worked with CME in a while, so this is all a bit rusty.

I see under voice register global that you have "authenticate register", but I don't see the other parts (realm, username/password, etc.) for device authentication. So try removing the "authenticate register" command from voice register global, do the "create profile", and see what happens.
While the device is attempting to register, run a "debug voice register events" along with the TFTP debug.
