Hi All
Sorry i forgot to mention that this is a CME Router 2911.

Hi,
The 99XX & 8961 series documentation is here:
The 8945 series documenation is here:
640 pixels (width) x 480 pixels (height)
123 pixels (width) x 111 pixels (height)
I would first double check and make sure that all TFTP files have been uploaded correctly and have the TFTP service restarted. It looks as if all the phones use the same size of files so you may need to verify what phone firmware you're running. I would upgrade any phone firmware and retest downloading that background images.
Good Luck,
Brad

Thanks for the update.
I would verify what version of CME running and check the phone firmware version.

Hi,
The version of firmware you're running is unsupported with any versions of CME at this time. What version of IOS is running on the 29XX series router? You need to verify what version of CME you're running and make sure you're running the correct version of firmware for the phones.
It looks like you'll need to downgrade that firmware and re-test.
Thanks,
Brad
