We have some CP7841 phones that have having an error when trying to Use the forward all calls button. When the button is pressed it asks for the extension as normal but as soon as you hit a digit a error voice message says call cannot be completed as dialed. Is this something that needs fixed on the phone it self or on the Cisco Unified CM Administration side?

Hi,
Did you check the css configured on call forward all section on directory number configuration?
On that section you can also modify the default behavior which is "with css configured " on forwarding all rules.
You can also modify this parameter globally by navigating System--> Service Parameters
Selecting Callmanager service and finding cfa css activation policy.
Options are:
With CSS configured (default)
With activating device/line css
