It looks like there are a lot of message timing errors. Multiple errors for retry timers expiring.
Can you take these debugs for a test call inbound and outbound? These debugs would help us understand the state at which the call failed.

Apart from this, it would be good to know the topology between the CCME and the SIP provider. If there is an edge router, a packet capture from that router would be helpful. If the SIP provider is directly connected to one of the interfaces of the CME, we can take a packet capture at that interface to check if packets are being sent to the Provider.
