Browse to Cisco Unified Serviceability > Tools > Service Activation. Make sure that proper services are activated. You may use Set to Default.

Tried to restart serviceablity, manager and cluster as well no luck

Did you do complete a DRS restore for that node after installing the platform?

Also, is there an available node license on the publisher? CCM will not start if it cannot checkout a node license from licensing manager on the publisher.

Is the database replicating properly?
