For IOS upgrade on CME, u need to have SMart Net Contract so that u can download the desired IOS. I was checking the Part code which u mentioned on CCW but could not find the same.
I also checked the ordering guide which talks about the Part code as below
The part numbers to use start with CON-xxx-yyyy-CCM, where xxx = The Cisco Smart Net Total Care level, yyyy = Router, and -CCM is short for "CCME".
