We are currently running CER ver 7.0.1. A field notice was released FN#63307 instructing users to install and update (7.0.3). There are now several updates:
CER 7.1.1.10000
CER 7.1.1.20000
CER 7.1.1.30000
Can we just upgrade to CER 7.1.1 without installing the 7.0.3 update? Should we just install the lated CER 7.1.1.3000?

Yes, you can upgrade to the latest 7.1 release from 7.0(1):

You should also check your CUCM release to be sure that you are covered there as well:
