CIPC 8.6.1.0 pops to foreground for no reason

I have an user that is complaining about his CIPC 8.6.1.0 popping to the foreground at random times (several times a day) for no reason.  He is not getting a call... but he does have the option "Bring to front on active call" checked.  So it would make sense for the CIPC to pop on an active call.  But it just does it for no reason.  Does anyone know why this happens?  Is there a new version of the CIPC?

Is there a shared line instance on the CIPC?  I have seen it pop up when someone who shares the line is making outbound calls, therefore the line status is changing and pops up due to that.
