Does CUWL Professional license allow to add CIPC which require enhance license.

CUWL Professional would definitely work.

See below for details

License Substitution

The Cisco Prime License Manager allows for tiered license substitution of available licenses in order to enable compliance. Cisco Prime License Manager manages the substitution, where available higher level licenses are substituted or loaned to meet lower level license requirements. The lower level licenses are borrowed from the available higher level licenses. For example, if a customer has 100 UWL Standard licenses installed, however Cisco Unified Communications Manager is reporting back license requirements for 10 UWL Standard licenses and 50 Enhanced UCL licenses, Cisco Prime License Manager will calculate that there are 100-10 or 90 UWL Standard license available to be loaned to lower tiers. Of the 90 UWL Standard available licenses 50 UWL Standard would then be used to meet the requirements for the 50 Enhanced UCL licenses. The License Usage report would show the remaining 40 UWL Standard licenses as available.

Above reference is from Features and Services Guide only shared by Jitender earlier

So in your case, CUWL Professional being the higher level license can loan the same to any device that will require Essential, Basic, Enhanced, Enhanced Plus, CUWL Standard license
