Cisco 7945/65 Won't Register After CME Reboot

I am officially stumped. I am running IOS 15.1, and CME 8.6 on my 2911. I have my CME router inside my main network (WatchGuard Firewall), and one of the interfaces on the CME router set as a WAN connection. My phones are also plugged into the WatchGuard network. I also have DHCP option 150 set in my WatchGuard router pointing it to the CME router, so the TFTP address is correct. (Basically, phones talk outside of the CME router).

When I first setup and configured the CME, everything works fine, phones register fine, and everything is great. After saving the config and rebooting the router, no phone will register to the CME router. They will pull TFTP files, firmware, SEP<MAC_ADDRESS>.cnf.xml files just fine, but they just get stuck saying "Registering" on the phones.

The phone can talk to the CME router, the CME router can talk to the phone, if I look under the phone's settings, all of the settings are correct. (Valid IP, Correct TFTP server IP, Correct Unified CM 1 Server IP, correct firmware, no error status messages).

I have even pulled the TFTP files manually using TFTPD from the router and inspected the configuration files, nothing stands out. No weird IPs, no weird ports, nothing.

I am stumped. This happens every time I reboot it. (I have reset the configuration and started from scratch twice, still with the same results).

I have even tried putting the phone inside of the network, still no luck.

Any suggestions are appreciated. Thanks.

Edit: I have tried manually creating cnf-files. No luck. And the time is incorrect on my router,  so ignore the dates from 2002

If I'm reading your config right, the last time you issued create cnf-file under telephony-service was 2002? Or is your NTP off?

Regardless, please issue create cnf-file and see if that fixes the issue.

Time server is off. I have issued the cnf-file multiple times, I have even tried deleting the previous files and creating them again.
