I am trying to add Cisco 8821 to CUCM version 11.0.1. The phone will not register. The IPv4 address in Call Manager is different from the IP address on the phone itself. I've deleted the phone from CM. I've factory reset the phone. I then added the phone back to Call Manager. CM still pulls the same IP address. How can I change the IP address in CUCM?

Are you sure that CUCM pulls IP to the phone?
Ussually in wifi phones (like 8821) there are wireless profiles where you set IP addresses of CUCM TFTP service.
Please check your phone's settings

The settings on the phone are correct. In CUCM, the phone is in the wrong VLAN (data) instead of voice.
