We have around 30 phones in office , 10 of the phones are registered CUCM but remaining phones are not registered. It seems phones are not getting upgraded to sip88xx.14-0-1-0201-171 from sip88xx.12. Verified VLAN and IP address range everything is correct. Factory reset did not work.
do we need to update to any intermediate firmware version?

AFAIK there should be no need to use an intermediate version for this update. Have you installed the new version on ALL the nodes in your cluster and restarted TFTP service on any node running it afterwards?

I have verified it is installed on all nodes. I am planning to delete CTL files as these phones are taken from another site.
If still not working, can we collect pcaps

I thought you said that you did a factory reset and it did not help? Doing that would remove any CTL and ITL on the phone.

Yes. Any firmware COP file should be installed on all nodes in your cluster. That holds true for most types of COP files.
If you're on CM 12, or newer, I'd recommend you to use the cluster upgrade option to install the firmware COP file, if not PCD would be the preferred option to use.

You need the firmware on all nodes. Upload the firmware and see if the phone upgrades.

Can you please provide the reason why it should be on all nodes, I can se in my environment firmware is only uploaded on pub and TFTP1 and TFTP2.
All the phones which are belongs to same location are upgraded successfully, if possible please let me know the reason because i need to submit the justification to upload on all nodes.

It is clearly stated so in the read me instructions for the phone firmware files.

Aside from what others have suggested, confirm that there is no "Phone Load Name" assigned to the devices that will not upgrade. You can find that parameter on the initial device>phone page. It should be blank, if there is a specific load name in that field, the phone will remain using that load despite your device default load configuration.
A quick way to check to confirm that the firmware you want is loaded on each of your call manager applications is to CLI to them and use the command show version active.
