Cisco 9951 Camera - Administrator has disabled Video Capability

Good Morning,

 

I'm having an issue with some 9951 IPPhones and their cameras.  I have the camera off of the phone and then plug in the phone to the POE cable and wait for it to boot up and register.  Once it's up and running I then plug in the camera and get the message to wait for the camera to initialize.  After it initializes I get the error the "The Cisco Unifies Video Camera has been detected but the administrator has disabled the Video Capability.

 

I go into CUCM (v10.5.2) and look at the product specific configuration layout and Cisco Camera and Video Capabilities are enabled and power negotiation is disabled.  I am unsure what to test next to figure out why this camera doesn't work.

 

Any ideas?

Make sure that 'Cisco Camera' is enabled under 'Product Specific Configuration Layout'
