Common area phone entitlement on the Flex subscription will generate a CUCM Enhanced license.
Just be mindful that CUCM license tracking doesn’t perfectly match how Flex subscriptions work. Every human consumes a named user or EA knowledge worker entitlement under Flex. This generates a UWL Standard license for CUCM; however, CUCM only counts a given user as consuming UWL Standard if there are three or more devices associated to them. Below that it counts as UCL Enhanced or Enhanced Plus - which is not correct under the Flex licensing agreement.
Edit: Just realized that I misread the question. Yes, the partner can process a change/modify order to reduce the paid access (UCL Basic) license count and increase the paid common area phone (UCL Enhanced) license count. You would owe the price uplift for the remainder of the subscription term. The allocations of common area and access licenses included in enterprise agreements cannot be modified directly; they are fixed at 50% and 10% of the knowledge worker count, respectively.

There isn't an upgrade SKU. Flex is an annuity subscription where you're effectively committing to spend at least X amount of money with Cisco over the contract term. You can reallocate that committed spend amongst any of the paid SKUs within Flex through a change/modify order without restarting or extending the contract term. If you're paying for access licenses (i.e. not the 10% included in an EA), the answer is yes: you can reduce the quantity of access and increase the quantity of common area phone entitlement.
